The U.S. Commodity Futures Trading Commission is preparing a new rulemaking framework aimed at event-contract platforms, a move that would reshape compliance requirements for prediction markets including Polymarket and Kalshi. The proposal would replace broad bans on specific contract categories with a structured review process for assessing whether individual event contracts align with the public interest, according to a report in The Wall Street Journal.

Prediction markets let users trade on the probability of future outcomes, ranging from elections and economic data to sports results. Both Polymarket and Kalshi have reported surging trading volumes and visibility, with Polymarket positioning itself as the largest crypto-based prediction market in the world. The CFTC's framework would codify criteria to judge contracts, including those tied to political, economic, and other real-world events.

The initiative follows recent regulatory friction for the sector. A U.S. House panel has launched a probe into alleged insider trading on prediction platforms, adding momentum to calls for clearer federal oversight. Under the proposed approach, the CFTC would evaluate contracts case by case rather than impose sweeping restrictions on entire categories of markets.

The agency's public-interest standard could place heightened scrutiny on contracts that reference wars, terrorist activity, and assassinations, areas that have drawn concern from lawmakers.
